External investment managers and advisers are used across other asset classes where appropriate.

Kirsty Rourke
Chief Executive Officer

Kirsty is the Chief Executive Officer of CBIC, driving the performance of the organisation, as well as leading its investment activities. With 15 years’ experience in the property industry, Kirsty has expertise in transactions, asset management, development management and debt and equity investments, across both the commercial and residential sectors in Australia. Prior to her role at CBIC, Kirsty was a Senior Associate at Holding Redlich specialising in property law.

Kirsty has board experience in the not for profit sector, including as Deputy Chair of YWCA National Housing and Victorian Housing Boards and a Director of YWCA Australia and YWCA Queensland.

She holds a Bachelor of Commerce, Bachelor of Law (Honours), Graduate Diploma of Legal Practice and a Graduate Diploma of Valuation and Property Development.

Tom Voysey
Head of Finance

Tom is the Head of Finance at CBIC. Tom has more than 10 years’ experience in the property industry and has lead finance teams in commercial real estate, property advisory, residential real estate and property development companies. Tom’s role encompasses Financial Reporting, Compliance, Treasury and Corporate Services.

Tom is a member of the Institute of Chartered Accountants Australia and New Zealand and holds a Bachelor of Business Degree.

Bianca Harris
Head of Real Estate

Bianca is the Head of Real Estate for CBIC and is responsible for identifying and delivering development opportunities and supporting the optimisation of earnings and long-term performance of CBIC’s investment activities.

With career in the property industry spanning 20 years, Bianca has expertise in site investigation, acquisition and development management across most asset classes with a speciality focus on seniors housing and social infrastructure.

Prior to her role at CBIC, Bianca has worked in diverse property organisations spanning state government, not-for-profit, professional services and private and listed real estate groups.

She holds a Bachelor of Business and Bachelor of Applied Science (Property Economics).

Jennifer Bond
Governance Manager

Jennifer is the Governance Manager of CBIC.  Jennifer is responsible for leading the governance, risk and compliance functions across CBIC.

Jennifer is a highly regarded governance, risk and compliance practitioner, with a career spanning over 15 years’, with experience in law, governance, risk, business continuity, compliance, auditing and policy development.  Jennifer’s speciality lies in a transformative change to deliver strategic and operational objectives. Jennifer has led clients from the following industry sectors: Energy and Resources, Health, Education and Financial Services. Before her role at CBIC, Jennifer was leading the policy and compliance function at a Higher Education Institution.

Jennifer holds a Bachelor of Laws, a Bachelor of Policy Development and a Post Graduate Certificate in Risk Management.

Callum O’Brien
Transaction Manager

Callum is the Transaction Manager at CBIC. He is responsible for sourcing and acquiring property assets that align with CBIC’s investment strategy, asset due diligence and risk assessment, as well as managing the disposal process of properties within CBIC’s portfolio.

Prior to joining CBIC, Callum was an Associate Director at a national property firm. As well as undertaking mortgage valuations for major financial institutions, he was also engaged by private and public sector clients to provide pre-purchase due diligence, asset selection, transaction and rental advisory services.

Callum holds a Bachelor of Applied Science (Property & Valuation) and is a Certified Practicing Valuer (CPV, AAPI).

Julia Zhu
Investment Manager

Julia is the Investment Manager at CBIC. Julia has over 7 years’ experience in the funds management industry, specialising in portfolio analytics and investment management. Julia’s role as the Investment Manager at CBIC is to support the investment decisions, management and analysis of the property portfolio in order to maximise portfolio value.

Julia has degrees in both Accounting and Finance. She is a member of CPA Australia and has completed 2 levels of the Chartered Financial Analyst Program.

Melanie Burrows
Corporate Services Manager

Melanie is the Corporate Services Manager at CBIC. Melanie works closely with CBIC’s CEO and Head of Finance to deliver efficient operational support services to CBIC.

Melanie commenced working in the property industry in 2014, following the completion of her business degree at the University of Queensland. Prior to commencing at CBIC, Melanie held roles as an assistant development manager & project coordinator within a residential property development company and as an associate & portfolio manager within a commercial property & construction finance company.

Tracy Edwards
Property Manager

Tracy is the Property Manager and is responsible for the day to day management of CBIC’s current Queensland assets, as well as overseeing the service providers currently managing the NSW assets.

Tracy’s career spans over 25 years and includes experience in retail, commercial and industrial property management. Tracy’s expertise includes lease administration, budgeting, reporting and financial management, with a strong focus on tenant and landlord relationships.

Prior to her role at CBIC, Tracy has worked for major shopping centre landlords and private investors (on the Landlord side) and for major retailers such as Australia Post and Flight Centre (on the Tenant side).

Tracy is also a Justice of the Peace (Qualified).
